1. Introduction
This Aeronautical Information Circular (AIC) announces the implementation of Aeronautical Information Service (AIS) SWIM services, in support of the European Union Common Project 1 (CP1) Regulation (EU) 2021/116.
AIS SWIM services will make aeronautical information digitally available in a timely, standardized, and interoperable manner to all relevant stakeholders. More information on what SWIM is can be found on the ICAO SWIM Concept (Doc 10039) and the EUROCONTROL about SWIM web page (https://www.eurocontrol.int/concept/system-wide-information-management)
The purpose of this circular is to provide end users with a high-level status and implementation plan of AIS SWIM Services in Spain.
2. Regulatory Framework
Commission Implementing Regulation (EU) 2021/116—CP1—is a binding regulation that supports the modernization and harmonization of Air Traffic Management (ATM) in Europe under the Single European Sky (SES) framework.
Under CP1, one of the six mandated functionalities is AF5: System Wide Information Management (SWIM). AF5 refers to an ATM functionality that consists of standards and infrastructure enabling the development, implementation and evolution of services for information exchange between operational stakeholders via interoperable services. This AIC addresses the implementation of AIS SWIM services in support of the AF5 functionality.
The SESAR Deployment Program 2022 includes additional details on the deployment of AIS SWIM Services in support of CP1.
This implementation forms part of the global System Wide Information Management (SWIM) initiative, as outlined in the ICAO Global Air Navigation Plan (GANP, Doc 9750) and the ICAO SWIM Concept (Doc 10039).
3. Description of AIS SWIM Services
SWIM services listed below are already technically available and are undergoing thoughtful testing to ensure they are fit for operational use. When that milestone is reached, they will be announced in the Spanish AIP.
The service descriptions and/or service definitions will be available at the SWIM Registry (https://eur-registry.swim.aero/home).
3.1 Aeronautical Information Feature Service
This service provides aeronautical information features on request via a query-based interface. Features can be filtered by Feature type, Feature name, Spatial, temporal, or logical parameters. Compliant with the EUROCONTROL Aeronautical Information Request Service Description available in the SWIM Registry.
3.2 Aerodrome Mapping Service
Provides aerodrome maps on demand, based on current or upcoming AIRAC cycle data.
Maps are derived from aerodrome mapping databases and are delivered in a standardized graphical format. Compliant with the EUROCONTROL Aeronautical Aerodrome Map Request Service Description available in the SWIM Registry.
3.3 Digital NOTAM Service
Delivers digitally encoded NOTAM data representing events that temporarily affect the aeronautical environment. The service supports both textual and graphical representation, improving integration with user systems and automation of data processing. Compliant with the EUROCONTROL Digital NOTAM Subscription and Request Service Description available in the SWIM Registry.
3.4 Aeronautical Information Geospatial Service
This service, SERVAIS, provides: aeronautical information features on request, digital aerodrome charts, digital en route and procedure charts, and graphic NOTAM based on geographical information system (GIS) principles and industry standards (OGC and ISO). A SWIM service definition will be available in the SWIM Registry.
5. Area of applicability
5.1 The “Aeronautical Information Feature Service”, “Digital NOTAM Service” and the “Aeronautical Information Geospatial Service” will be provided for the entire territory of the Spain and for the airspace over the high seas encompassed by the UIR BARCELONA, FIR BARCELONA, UIR CANARIAS, FIR CANARIAS, UIR MADRID and FIR MADRID.
5.2 The Aerodrome Mapping Service will be provided for the following aerodrome(s): Adolfo Suarez Madrid-Barajas (LEMD), Barcelona El Prat (LEBL) and Palma De Mallorca Son Sant Joan (LEPA). Progressively other airports will be also available.
6. Planned Operational Deployment
All four services have already reached technical availability status and are undergoing thoughtful testing to ensure they are fit for operational use. When that milestone is reached, they will be announced in the Spanish AIP.
Current target dates indicate a phased approach beginning December 2025.
7. Publication of Information about AIS SWIM Services
Information and technical documentation regarding service endpoints (points of access), service interface specifications, and usage guidelines will be published at the SWIM Registry (https://eur-registry.swim.aero/home)
