Under the new Procedure signed by the ATS providers (ENAIRE, SAERCO and SKYWAY) and AEMET for information exchange between the ATS (TWR/AFIS) unit and the Aeronautical Meteorological Station (EMAe), which entered into force this 21 March 2023, the EMAe shall encode wind shear in METARs when TWR/AFIS reports that they have been notified of wind shear by crews according to the established criteria in each unit, in accordance with the table included in this circular. In cases in which two or more reports are required, communication from TWR/AFIS to the EMAe shall be made once all necessary reports are on record.
The additional information to be communicated by TWR/AFIS to the EMAe, if it has been transmitted by the crews, shall consist of the following points:
The specific moment in time.
Runway and phase of the manoeuvre (approach or departure).
Detection method (instrumental -via the on-board systems- or subjective -ascertained by the flight crew-).
Height (only heights detected at or below 1600 ft are included in METAR).
Intensity.
The wind shear shall be removed from METARs by the EMAe in any of the following cases:
When, using the means of communication cited in the procedure and in accordance with the criteria established in each unit in the annex to the procedure (see table), TWR/AFIS notifies that the aircraft no longer reports its presence.
If 2 hours elapse without notification by TWR/AFIS, subject to confirmation with TWR/AFIS.
In cases where the EMAe has instruments for wind shear detection, or in other specific cases that justify it, other criteria may be established by local agreement.

Remarks:
(1) Criteria for inclusion or deletion of the wind shear (WS): the wind shear shall be included in METAR when two aircraft report it in the space of 15 minutes, or when one aircraft has reported it and no other aircraft is expected to approach the airport within the next 15 minutes. Otherwise it shall be deleted; that is, when two aircraft do not report it consecutively in the space of 15 minutes, or when one aircraft has not reported wind shear and no other aircraft is expected to approach the airport within the next 15 minutes. In both cases, it is necessary that TWR/AFIS informs EMAe.
(2) GCTS has a LLWAS system (Low Level Windshear Alert System) for windshear detection. Its consideration shall be reflected in a local agreement.
