AERODROME / HELIPORT CHARGES
1. GENERAL
Payment of charges is compulsory for aircraft operators and other individuals, legal persons or entities, using the runways or which benefit from the services available at Spanish airports.
Exemptions from payment are granted to:
Spanish State aircraft.
Aircraft rendering services to Autonomous Communities and other local corporations, as long as they are carrying out non-commercial public services.
Foreign State aircraft of those States which grant the same reciprocal exemption to Spanish State aircraft.
These exemptions from payment do not apply to Ciudad Real and Lleida/Alguaire aerodromes. These are managed by Aeroports de Catalunya SLU and Ciudad Real International Airport, S.L., thus applicable charges for their use constitute private prices.
For the purposes of charging, European Economic Area flights are those whose origin, intermediate stopovers or destination is an airport located in a member State of the European Economic Area (EEA), including domestic flights.
These states are: Germany, Austria, Belgium, Denmark, Spain, Finland, France, Greece, Holland, Ireland, Iceland, Italy, Luxembourg, Norway, Portugal, United Kingdom, Czech Republic, Republic of Cyprus, Slovak Republic, Republic of Slovenia, Republic of Estonia, Republic of Hungary, Republic of Latvia, Republic of Lithuania, Republic of Malta, Republic of Poland, Sweden and Switzerland.

3. LANDING AND AERODROME TRAFFIC SERVICE CHARGES
These charges are based on the officially recognised maximum take-off weight.
Depending on the type of flight, the airport and the aircraft maximum take-off weight, the following charges will be applied:

d) Training and school flights
Training flights are those carried out by aircraft for the training and qualification of pilots, in order to validate and maintain their pilot’s licences. School flights are those whose purpose is the teaching and training of pilots, as long as they are carried out in school and flying club aircraft, authorized by the Agencia Estatal de Seguridad Aérea, and when the start and the end of the operation take place at the same aerodrome.
Aircraft occupants, pilots and instructors may be requested to prove their condition as such. Flight Plans (FPL) must state in field 8 the letter ‘X’ and ‘RMK/school flight’ in field 18 together with the name of the student pilot. The flight school must be duly authorized by AESA. In the case of a school flight with a start and end at the same airport and with full stopovers at other aerodromes different from that of the departure, all flight plans corresponding to such operations must be filed at the aerodrome of origin, so that they can be sent from there to all the aerodromes where the stopovers will take place. Stopovers at these aerodromes must be as short as possible and only as strictly necessary for the aircraft to come to a full stop, refuel and comply with the appropriate administrative requirements in block ‘c’. Under no circumstances may these types of school flights, with or without stopovers, continue after midnight into a second day.
In the case of training and school flights, the Flight Plan (FPL) must state in field 8 the letter “X” and in field 18 “RMK/training flight verified by (name and licence number of the instructor/examiner/operations chief)”.

For training and school flights engaged in manoeuvres and operations where simulation of landings and takeoffs takes place, and regarding the charges above, the following equivalence between the aircraft weight and the number of landings within periods of 90 minutes or fraction thereof shall be applied, independently of the number of manoeuvres or passings accomplished:
less than 5000 kg: 2 landings
5000 to 40000 (1) kg: 6 landings
40001 (1) to 100000 (1) kg: 5 landings
100001 (1) to 250000 (1) kg: 4 landings
250001 (1) to 300000 (1) kg: 3 landings
over 300000 (1) kg: 2 landings
(1) In the case of Castellón airport this amount must be reduced by one unit.
In the case of Andorra-La Seu d'Urgell and Lleida/Alguaire airports, only one landing will be charged for all the weight ranges above.
Training flights are subject to prior authorization by airport authorities depending on operational possibilities, giving absolute priority to regular airport operation.
e) Airports where the aerodrome control service or AFIS service is provided by a service provider other than AENA SME, S.A.
At those airports where in accordance with the second additional provision of Law 9/2010, the aerodrome air traffic service is not provided by AENA SME, S.A., instead of paying the approach charge, the amount of that charge will be incorporated into the landing charge, the latter being increased by the amount currently being charged for the former.
Notwithstanding the above, at those airports at which the aerodrome traffic service is provided by means of an Aerodrome Flight Information Service (AFIS), the amount of the approach charge to be incorporated into the landing charge will be decreased by 60% with respect to the amount currently being charged.

4. AIRCRAFT PARKING, HANGARAGE AND LONG TERM STORAGE CHARGE
4.1 PARKING SERVICE
This charge includes the use of aircraft parking zones approved for this purpose at the airports.
The amount per parking based on the weight and time of stay of the aircraft on the stand, will be the result of the formula

In order to apply the aforementioned amounts it is an essential requirement that during the parking period the aircraft is not occupying a boarding bridge or hangar position.
For the calculation of these fees, parking time is considered to be the period between on-block and off-block times.
Between zero and six hours, local time, computation of time for the purpose of calculating these charges will be interrupted.
4.2 HANGARAGE AND LONG-TERM STORAGE
This is demanded for the use of hangars for sheltering authorized aircraft, not exploited in concession regime.

Passengers on private flights will be charged the amounts stated in paragraph a).
Payment is mandatory for airlines, organizations and individuals that transport passengers boarding at a Spanish airport, independently of the subsequent intermediate stops during the flight and the destination.
The amount may be charged to passengers within the cost of their plane ticket, and may or may not be broken down explicitly therein.
This provision does not apply to private passengers carried on board aircraft whose maximum take-off weight is less than 5 Tm.
Except for disabled passengers, the charges applicable to passengers in transit will be reduced by 40%. For these purposes, a passenger in transit is any passenger who disembarks at an airport managed by AENA SME, S.A., from a flight, embarks once again with the same ticket and at the same airport within a maximum period of 12 hours, with the aim of accomplishing a new journey with a different flight number and destination different from that of origin.
Except for disabled passengers, during the months from November to March, the charges for passengers applicable to Ibiza, Mallorca/Son Bonet, Menorca and Palma de Mallorca airports will be reduced by 20%.
6. CHARGE FOR AIRPORT SECURITY
This charge comprises the provision of control and inspection services for passengers and luggage in the airport areas, to passengers on departure embarking at Spanish airports, independently of the successive intermediate stops along the flight and their destination.
Payment of this charge is mandatory for passengers on departure boarding at Spanish airports or, where appropriate, for the airline or organization with whom the passenger has contracted the flight.
This provision does not apply to private passengers carried on board aircraft whose maximum take-off weight is less than 5 Tm.
Charges for security applicable to passengers in transit will be reduced in 40%. 7. SURCHARGES FOR ACOUSTIC CLASSIFICATION OF THE AIRCRAFT
At Alicante/Alicante-Elche Miguel Hernández, Barcelona/Josep Tarradellas Barcelona-El Prat, Bilbao, Gran Canaria, Ibiza, Madrid/Adolfo Suárez Madrid-Barajas, Málaga/Costa del Sol, Palma de Mallorca, Sevilla, Tenerife Sur, Tenerife Norte/Ciudad de La Laguna and Valencia airports, for civil subsonic jet aeroplanes, the resultant landing charges described in previous paragraphs will be increased by the percentages detailed below, on the basis of the time period in which the landing or take-off takes place and the acoustic clasification of each aircraft:

The acoustic category of an aircraft is determined based on following criteria:
Category 1: Aircraft with a cumulative margin less than 5 EPNdB.
Category 2: Aircraft with a cumulative margin between 5 EPNdB and 10 EPNdB.
Category 3: Aircraft with a cumulative margin between 10 EPNdB and 15 EPNdB.
Category 4: Aircraft with a cumulative margin greater than 15 EPNdB.
Cumulated margin: value expressed in EPNdB (Effective Perceived Noise level in decibels) obtained as the sum of the differences between the noise level measured and the noise level certified at each one of the three noise measurement reference points, as defined in ICAO Annex 16.
For this purpose, before flight departure, aircraft operators will submit to Aeropuertos Españoles and Navegación Aérea business entity a copy of the official noise certificate adapted to that set forth in Annex 16 of the Convention on International Civil Aviation, relating to environmental protection, or documentation of similar characteristics and validity issued by the State where the aircraft was registered.
Aircraft without a noise certificate provided by their operators will be considered within the same category as an aircraft by the same manufacturer, model, type and number of engines for which a noise certificate for these purposes is available, until its corresponding certificate is accredited.
8. OTHERS
8.1 PRESENCE OF FIRE FIGHTING SERVICES
This covers the presence of the fire fighting service of AENA SME, S.A., with its staff and equipment, upon request by aircraft operators, as well as cleaning the aircraft parking apron entailed by fuel spillage, when this is needed for safety reasons.
The charge levied per service shall be: 152.93 161.61 euros in addition to an amount for any products used.
This service is also available at Ciudad Real airport. In this case, the charge levied per service shall be: 250.00 euros inaddition to an amount for any products used.
This charge is not applied at Lleida/Alguaire airport. However, the provision of the fire fighting service outside operational hours will have the following charges:

8.2 PROVISION OF PUBLIC RESOURCES FOR METEOROLOGICAL SERVICES
This charge is demanded for the provision of meteorological services by the airport manager. The amount to be paid will be the result of multiplying the MTOW, in metric tons, by a unit price of 0.172868 0.188789 (1) euros.
(1) This unit price varies for the following airports:
Castellón: 0.14 euros. Other rates for airlines, linked to the number of departing passengers, are available.
Ciudad Real: MON-FRI: 1000-1500 LT. 0.17 euros. MON-FRI: from sunrise to 1000 LT and from 1500 LT to sunset and weekends. 150 euros (flat rate).
Murcia/Aeropuerto de la Región de Murcia: 0.176022 euros.
Aircraft operators, individuals, legal persons and entities provided with meteorological services, are required to pay this charge.
Operations at Andorra-La Seu d'Urgell and Lleida/Alguaire airports are not subject to this charge.
Ciudad Real Airport: The fees shall be paid at the time of the service in cash or by debit/credit card. Bank transfers shall be accepted, on prior agreement in writing with the Airport Manager of Ciudad Real International Airport S.L.
8.3 CHARGE FOR FUEL AND LUBRICANT SUPPLY
The assesment basis for the charge consists of, in each case, the number of litres of product moved, supplied or sold at each airport.
Each authorized operator shall render service to air transport operators according to specifications and on a free-market basis under economical conditions that, in any case, take the value of the operated concession at each aerodrome as the reference basis.
8.4 CHARGE FOR ELECTRICAL ENERGY SUPPLY TRANSFORMED TO 400 Hz
This charge covers the use by aircraft of the electricity supply transformed to 400 Hz by the equipment and facilities of the airport, and it will be the following:

8.5 CHARGE FOR THE USE OF BOARDING BRIDGES
This charge includes the use of the airport public property and facilities to facilitate air companies in providing a service of boarding and disembarking passengers through a boarding bridge, or the simple utilization of a stand which prevents the use of bridges by other users.
The amount will be the result of applying the following formula:

P: total amount to be paid for the service.
p1: unit amount per time of stay.
p2: unit amount per weight of the aircraft and period of stay.
Tm: maximum take-off weight expressed in tons.
Ft: time of stay of the aircraft on the boarding bridge expressed in periods of 15 minutes or fractions thereof.

For those aircraft connected to two boarding bridges simultaneously, parked in bridge positions specially designed for this purpose, rates will be increased by 25 per cent.
Between zero and six hours, local time, when, with the aircraft occupying a boarding brigde position, the aircraft operator requests a remote stand but there is none available at the time or the relocation is otherwise not deemed appropriate by the airport manager due to operational reasons, the aircraft will be disconnected from the boarding bridge service and computation of the time for the purposes of applying this charge will be interrupted. However, the operator will be compelled to move the aircraft to a remote stand as soon as required to do so, when the circumstances aforementioned no longer exist. If this operation is not accomplished, and hence the boarding bridge cannot be utilized by other users requiring the amount corresponding to the use that cannot be made of the bridge shall be levied upon the operator.
8.6 PROVISION OF PUBLIC RESOURCES FOR SLOT ALLOCATION
A charge for the provision of public resources for slot allocation is levied upon airport managers and aircraft operators for the services provided whether for slot allocation at coordinated airports or advice/recommendation of schedules for facilitated airports.
Managers of Spanish airports designated as coordinated or facilitated, and aircraft operators holding allocated slots or facilitated schedules at such airports, are required to pay this for provision.
Aircraft operators holding a maximum of 10 slots or 10 facilitated schedules at a specific coordinated or facilitated airport for one scheduling season, summer or winter, are exempt from this charge.
The amount of the charge is 0.8545 € per allocated slot and 0.423 € per facilitated schedule.
The charge accrues monthly in arrears. It shall be paid within 15 calendar days thereafter.

10. METHODS OF PAYMENT
Public Charges of AENA SME, S.A., Public Charge for assignment of time slots and AESA Security Rate (Sections 3, 4.1, 5, 6, 7, 8.2, 8.3, 8.5, 8.6):
Clients with payment guarantee: Settlements should be made into the account indicated in invoices, with the following deadlines:
Notified between the 1st and 15th day of each month: payments up to the 20th day of the following month; those notified from the 16th to last day of the month: up to the 5th day of the second following month.
On payment, reference should be made of the settlement number and client number to make identification easier.
Bank charges are to be paid by the client.
Once the voluntary payment period is over, interest on arrears will be charged for past due payment, in compliance with current legislation.
If the payment is received after the legal due date, an appropriate surcharge will be added to the invoices in accordance with the legislation in force.
Clients without payment guarantee: payment in cash or advance payment.
Private charges of AENA SME, S.A., (Sections 4.2, 8.1, 8.4):
The payment should be made, in accordance with that indicated in invoices.
On payment, reference should be made of the settlement number and client number to make identification easier.
Bank charges are to be paid by the client.
Once the payment period is over, interest on arrears will be charged since the deadline time to the effective income date and other current penalty charges for late payment.
Andorra-La Seu d'Urgell and Lleida/Alguaire Airports:
Payment of charges will be made instantly in cash or by debit/credit card. Bank transfer will be accepted, provided that previous written agreement has been arranged with Aeroports de Catalunya airport management.
Ciudad Real Airport:
Payment of charges will be made instantly in cash or by debit/credit card. Bank transfer will be accepted, provided that previous written agreement has been arranged with Ciudad Real International Airport S.L. airport management.
Teruel Airport:
The amount of the payable fee should be deposited by means of bank transfer to consortium account nº 3080 0065 14 2090373925, with the following deadlines: if notification of payment is made between the first and 15th day of each month, from date of receipt of notification to the 20th day of the following month or, if not a working day, until the immediately following working day; and if notification of payment is made between the 16th and last day of each month, from date of receipt of notification until the 5th day of the second following month or, if not a working day, until the immediately following working day.
