The aeronautical authorities responsible of the civil aviation in Spain are:

DIRECCIÓN GENERAL DE AVIACIÓN CIVIL

The Dirección General de Aviación Civil is the body through which the Ministerio de Transportes, Movilidad y Agenda Urbana exercises its power to formulate regulatory proposals and strategic policy in matters relating to civil aviation, representation and coordination with other administrations, the European Union and further international organisations relevant in the subject of air navigation, air transport, airports of general interest and general and sporting aviation.

1.2 NATIONAL SUPERVISORY AUTHORITY AGENCIA ESTATAL DE SEGURIDAD AÉREA

The Agencia Estatal de Seguridad Aérea is the body responsible for exercising executive powers in matters of organization, supervision and inspection of the safety of air transport, the systems of air navigation and the systems of airport security, the issue of authorizations, certificates, qualifications, licenses and approvals, as well as protection for the user of air transport, as provided for by the Royal Decree 184/2008.

1.3 METEOROLOGICAL SUPERVISION AUTHORITY SECRETARÍA DE ESTADO DE MEDIO AMBIENTE

The Secretaría de Estado de Medio Ambiente is responsible for the supervision of meteorological supporting services for air navigation, for ensuring that the provision of those services is carried out under appropriate conditions of safety and efficacy, and also issues certificates for providers of air transport meteorological services, in accordance with the Royal Decree 401/2012.

2.2 ESTADO MAYOR DEL EJÉRCITO DEL AIRE Y DEL ESPACIO

In conformity with what is established by the Royal Decree 1516/2009, the Estado Mayor del Ejército del Aire y del Espacio is the supervisory military authority in relation to air traffic controllers and student controllers, who perform their duties under the responsibility of military air navigation providers or military training providers. Likewise, as is set out in the Royal Decree 995/2013, the Estado Mayor del Ejército del Aire y del Espacio is the public supervisory body responsible for applying the Programa Estatal de Seguridad Operacional in relation to the military provider of air traffic services for civil aviation.
