AIR TRAFFIC SERVICES

A list of the applicable rules can be consulted in section GEN 1.6. In the sections below, a descriptive summary is offered to help airspace users, although if there is any discrepancy, the Rule will prevail over the content of the AIP. The content of this AIP section does not fulfil the quality requirements.

1. RESPONSIBLE SERVICE

The Air Traffic Services are provided in accordance with the provisions contained in the following documents:

Annex 2 - Rules of the Air.
Annex 11 - Air Traffic Services.
Commission Implementing Regulation (EU) No 923/2012, of 26 September. (SERA IR Regulation).
DOC 4444 - Procedures for Air Navigation Services - Air Traffic Management (PANSATM).
DOC 8168 - Procedures for Air Navigation Services - Aircraft Operations (PANS-OPS).
DOC 7030 - Regional Supplementary Procedures.

The differences from these provisions are detailed in section GEN 1.7.

Appropriate civil ATS authority

In the context of what is prescribed in the Reglamento de la Circulación Aérea in compliance with ICAO Annex 2 (Rules of the Air) the term appropriate ATS authority is not using the term authority in the sense of public authority invested with administrative powers, but rather in compliance with Resolution of 13 December 2011 of the Dirección General de Aviación Civil, it is the air traffic Service Provider certified for the specific airspace blocks in accordance with European regulations and designated to render these services in that airspace, as is established in Article 1 of Law 9/2010 of 14 April.

Public entity provider of air navigation services

ENAIRE, ENTIDAD PÚBLICA EMPRESARIAL (ENAIRE) PROVIDER OF AIR NAVIGATION SERVICES

ENAIRE (Entidad Pública Empresarial ENAIRE), the new corporate name as laid down in Article 18 of Law 18/2014, of 15 October, continues to exist with the same nature and legal framework provided for its predecessor AENA in Law 4/1990, being the entity designated for the provision of en-route and terminal air traffic control services as well as at airports where it has been specifically designated, in compliance with Law 9/2010, by which the provision of air traffic services isregulated, obligations of civil providers of these services are established and specific working conditions for civil air traffic controllers are laid down.

ENAIRE, while continuing to exist with the same nature and legal framework aforementioned, is regulated by its statutes, approved by Real Decreto 905/1991, and organizes, conducts, coordinates, operates, manages and administers the air traffic services for which it is designated.

Likewise, through the Comisión Interministerial entre Defensa y Fomento (CIDEFO) it ensures the coordination on the subject of airspace management (ASM) with other designated providers of air traffic services.

Additionally, ENAIRE renders communications, navigation and surveillance services.

SKYWAY is provider of the Air Traffic Control Service, as far as the Aerodrome Control Service is concerned, at Alicante/Alicante-Elche Miguel Hernández, Ibiza, Lleida/Alguaire, Murcia/Aeropuerto de la Región de Murcia, Sabadell and Valencia airports.

In addition, SKYWAY also provides the Aerodrome Flight Information Service (AFIS) to Andorra-La Seu d'Urgell airports, during its operation in public use.

2. AREA OF RESPONSIBILITY

The Spanish air traffic services’ area of responsibility is FIR/UIR Madrid, Barcelona and Canarias.

3. TYPES OF SERVICES

The following types of services are provided:

Air traffic services, which comprise:
- Air traffic control service.
- Flight information service.
- Alerting service.
Radar service.
Aerodrome flight information service.

With the exception of certain military aerodromes and areas, air traffic services are provided by the Dirección de Operaciones ATM.

In the Spanish FIR/UIR the air traffic control service, in those areas where it is provided, is limited to the airspace included between FL145 and FL660, except for those areas (TMA, CTR, AWY, etc.) in which, according to ENR 2, ENR 3 and AD 2, these services are extended to lower levels.

Flight information, alerting and air traffic control services within FIR/UIR Madrid are provided by Madrid ACC.

Sevilla regional control centre acts as a delegate of Madrid ACC in the provision of flight information, alerting and air traffic control services to aircraft overflying the delegated area, to the south of parallel 3900N.

Madrid ACC delegates to Asturias TWR the responsability for the flight information and alerting service in the part of FIR Madrid that is below TMA Asturias outside its CTR, as well as the lower space of AWY M30 in the segment between CTA León and TMA Asturias. Likewise, the lower airspace of AWY M30 in the same segment between minimum en-route altitude (MEA) and FL155 where control, information and alerting service is provided, is delegated to Asturias TWR.

Flight information, alerting and air traffic control services within FIR/UIR Barcelona are provided by Barcelona ACC.

Flight information, alerting and air traffic control services within FIR/UIR Canarias are provided by Canarias FIC, except for controlled airspace where flight information, alerting and air control services are provided by Canarias ACC.

Generally, the air traffic rules and procedures in force and the organization of air traffic services are in conformity with ICAO standards. The differences between national and international regulations and procedures are given in GEN 1.7.

Air traffic control service (ATC)

The air traffic control service is made up of:

Area control service: responsible for supplying air traffic control to those controlled flights which are neither in the approach nor in the aerodrome phases.
Approach control service: responsible for supplying air traffic control to controlled flights during the arrival and departure phases.
Aerodrome control service: responsible for supplying air traffic control during the flight phase taking place within the aerodrome.

Flight information service (FIS)

Responsible for advising and providing useful information for the flight.

Alerting service (ALRS)

Responsible for notifying to the appropriate organizations when an aircraft needs search and rescue help.

Radar service

The radar service is an integral part of the ATS system within FIR/UIR Madrid, Barcelona and Canarias. A description of radar services and procedures is included in part ENR 1.6 of AIP-ESPAÑA.

Aerodrome flight information service (AFIS)

The AFIS service provides flight information service and alerting service at certain aerodromes and their associated flight information zones (FIZ), in compliance with the regulations in force. It is characterized by the fact that pilots use this service to maintain their own separation with other aircraft, vehicles and obstacles.

4. COORDINATION BETWEEN THE OPERATOR AND ATS

Coordination between operator and air traffic services is carried out in accordance with point 2.16 of ICAO Annex 11, and through periodic meetings of the Comité de Coordinación Operativa (CCO).

5. MINIMUM FLIGHT ALTITUDES

Minimum flight altitudes on the ATS routes (as listed in ENR 3) have been determined so as to ensure at least 300 m (1000 ft) of vertical clearance (or 600 m, 2000 ft, in mountainous terrain) above the highest obstacle or the upper limit of restricted areas.
