LOCAL AERODROME REGULATIONS

REQUEST FOR AFIS SERVICE

AFIS Service activated by NOTAM.

Requests for the AFIS service should be placed during the operational hours of the airport using the e-mail address operacioneslehc@aena.es . The request should be made at least 24 hours in advance. An affirmative response must be awaited.

It is mandatory for flights whose origin/destination/alternate is Huesca/Pirineos Airport to submit a flight plan and to carry airborne radio equipment both during and outside AFIS hours. The provisions specified in SERA.4001, item b), point 3, shall apply.

Microlight operations at AFIS hours are not allowed.

IFR flights bound for LEHC, when AFIS service is provided:

  • ZARAGOZA APP will transfer aircraft to HUESCA AFIS at 6000 ft QNH or another altitude after coordination, once there is no VFR traffic in the airspace within a 5 NM circle centred on Huesca ARP, between SFC-5500 ft AMSL, nor in the airspace beyond 5 NM from the ARP, between 550 ft AGL-5500 ft AMSL for the visual route W and between 1000 ft AGL-5500 ft AMSL for the rest of the area. The control service will finish at the time of transfer, and the aircraft will be notified of the event.

  • In the event that several aircraft in IFR flight with destination Huesca/Pirineos arrived at the same time, ZARAGOZA APP will space them with standard separation in the holding pattern over the VOR HUE, and will authorise their descent progressively until reaching 6000 ft QNH (or FL060).

  • After the transfer of aircraft in IFR flight to HUESCA AFIS, this unit will provide information and alert services according with AFIS regulations in force.

See AFIS procedures on ENR 1.5 and AD 1.1.

During periods when the aerodrome flight information service is not provided:

  • AFIS unit and its frequency will be out of service.

  • FIZ will be deactivated and operate as air space class G.

  • Only VFR flights are allowed.

  • Pilots will use 128.955 C NO ATS frequency to notify intentions and position.

Approach and take-off procedures will not be cleared except for aircraft with LEHC AD destination. Neither simultaneous approach or take-off are allowed to both runways, nor simultaneous take-off in one runway and landing in other runway.

Operations by gliders are not permitted, except for powered sailplanes, which are only permitted to operate on the RWY 12L/30R, and must always make use of their engines for movement around the manoeuvring area and for take-off.

VISUAL OPERATIONS AT NIGHT (VFR-N)

VFR-N flights are permitted on RWY 12R/30L, subject to prior request for schedule extension.

The stands usable during this period shall be: 1, 2 and 3.

Requests should be sent at least 3 days in advance, indicating:

  • Identification of the aircraft.

  • Type of flight.

  • Type of aircraft.

  • Number of operations envisaged.

  • Dates and times expected.

RESTRICTION OF RUNWAYS USE

Take-off from the intersection of the RWY 12L/30R with TWY A is not allowed.

Operations in RWY 12L/30R are not allowed for:

  • Aircraft with tail skid.

  • Aircraft with main gear higher than 2.6 m.

  • Aircraft operating as school flights.

REVISION SCHEDULE FOR THE AIRFIELD

Revisions of the airfield will be carried out by the Rescue and Fire Fighting Service on the following schedule:

I: 1230-1300.
V: 1130-1200.

CAUTION: Vehicle on runway during these hours.

OPERATION OF HELICOPTERS

See item 16.

Air and ground taxiing is allowed. Air movement is not permitted.

Helicopter larger than AS32 are not allowed to operate.

Final approach/Take-off

Final approach and take-off operations will be carried out from RWY 12R/30L, and following the same procedures as that of fixed-wing aircraft.

Taxiing

It will be carried out via TWY A following AFIS information on 128.955 C. If the service is not available, position and instructions will be reported on this frecuency.

Apron taxiing

Air and ground taxiing will be carried out via the taxiway of access to the stand following the marked alignment.

Parking

Stand H1 (shared with parking for fixed-wing aircraft and incompatible with this use) with a dimension of 39 m is available on the apron. In all cases, the helicopter shall nose in to the prevailing wind.

HELICOPTERS OPERATION FOR AUTHORIZED AIRCRAFT

The type EC-135 and BO-105 helicopters from the Guardia Civil Air Unit in Huesca are the only aircraft authorized to acomplish the following operation procedure.

Final approach/Take-off

Final approach and take-off operations will be carried out from RWY 12L/30R. (See item 12).

Taxiing

This will be carried out via TWY C and communications will use the frequency 128.955 C, either following AFIS information or in contact with the rest of the traffic when this service is not available.

TLOF

3 TLOF are available for this case:

  • TLOF TWY C, intended for:

    • Initial lift-off and subsequent air taxiing via TWY C to access RWY 12L/30R.

    • Final descent after air taxiing via TWY C to exit RWY 12L/30R.

  • TLOF TWY A and TWY B intersection, intended for:

    • Initial lift-off and subsequent air taxiing via TWY A to RWY 12R/30L.

    • Final descent after air taxiing via TWY A to exit RWY 12R/30L.

  • TLOF fuel storage zone, intended for:

    • Initial lift-off and subsequent air taxiing via TWY B-TWY A to access RWY 12R/30L. This TLOF and this taxiing mode may only be used in special operations.

    • Final descent after air taxiing via TWY A-TWY B to exit RWY 12R/30L. This TLOF and this taxiing mode may only be used in special operations.

TAXIING RESTRICTIONS

Aircraft circulating on TWY B should remain in the intermediate holding position if there are aircraft refuelling, except if they are refuelling in position 1, closest to the hangars, in which case they may circulate.

The taxiway to access Hangar 1 and Hangar 2 is restricted to:

  • Aircraft type DA40 and DA42.

  • Aircraft with maximum gear width 2.6 m.

  • Other aircraft, having made a prior study.

WITHOUT AFIS SERVICE

Aircraft moving to the refuelling area, will communicate their post-refuelling intentions on 128.955 C:

  1. If it moves through TWY A, it must be clear, so if any aircraft wants to access the hangar area, it should wait on the apron.

  2. If it moves again to the hangar area, the section that goes to the hangar should be clear, so other aircraft may wait at the TWY B holding position after leaving TWY A.

REQUEST FOR FIRE CATEGORY INCREASE

The request for fire category increase will be applied via e-mail to: operacioneslehc@aena.es , at least 24 hours in advance, stating:

  • date of flight,

  • arriving/departure time,

  • type of aircraft,

  • No. of passengers, and

  • airline.

Maximum category that can be given CAT 5.

Flight plans with aircraft of CAT greater than 1 will not be accepted unless the increase in category has been requested and accepted.

OPERATIONAL SAFETY REPORTS

Pilots/The operator shall report to the airport as soon as possible about any accidents, incidents, occurrences or events which may have a potential operational impact and in which they have been involved or witnessed.

The aim of these reports is the compilation of information in order to improve operational safety, regardless of the compulsory reporting of the occurrence to the appropriate aeronautical authority. Data may be sent in any format, including at least the following information:

  • Date and time.

  • Site.

  • Parties involved (data used to identify vehicles, aircraft involved).

  • Companies involved.

  • Description of the facts.

  • Any other data considered relevant (e.g. lighting conditions, weather, phase of the operation such as take-off / landing / stopover, pavement conditions…).

In addition to notifying the airport by means of the indicated system, it is necessary to send at least basic data of the accident, incident, occurrence or event to the air traffic control service provider (ATC).

    When ATS is not being provided at the aerodrome, the departure or arrival of a flight to Huesca must be reported to the Centralised ARO office by the aircraft's pilot in command.

LOW VISIBILITY PROCEDURES (LVP)

Low Visibility Procedures (LVP) are not available at Huesca/Pirineos airport. When RVR is below 800 m, the stop operations procedure in the manoeuvring area will be activated, so take-off and landings will not be authorised at the airport.

Operations will be resumed when RVR is 900 m or above.

BIRD CONCENTRATION AREA

Regular displacements of griffon vultures (individuals or flocks) in the indicated area, over threshold 12, in the direction NW-SW (and vice versa), principally under conditions of wind with a westerly component, at a height varying between 200 - 2800 ft.
