LOCAL AERODROME REGULATIONS

RESTRICTIONS TO OPERATIONS

Civil aircraft (IFR/VFR) not based at León Military Aerodrome shall only be authorized to carry out a practice of approaches, touchdowns or take-offs, prior to final touchdown, when an accepted flight plan with destination LELN AD exists.

EXTENSION OF OPERATING HOURS

Civil aircraft with a FPL before the airport’s closing time may request an extension of operating hours of the airport, at least 30 min in advance and at the latest up to 2230 LT, and only if the aircraft takes off from the aerodrome of origin before the estimated ETA to LELN in the original FPL

Military aircraft requiring extension of the hours for operational reasons must request this twenty-four (24) hours in advance by submitting the schedule extension request from Monday to Friday during office hours, to the following e-mail address: aba@ea.mde.es In the event that, on duly justified grounds, it is not possible to make the request this far in advance, or at weekends or on public holidays, the need to extend the operational hours should be notified at least 30 minutes before the airport closing time to the telephone number +34-690 138 019 (AMLE Duty Officer).

FOREIGN STATE/MILITARY AIRCRAFTS

PPR request is mandatory at least 72 hours in advance. When transporting dangerous goods, it will be requested at least two working days in advance

PPR request will be submitted during HR AD to the AFTN addresses LELNZPZX and LELNYXYX and to the e-mail address: ecta_leln@mde.es

PROCEDURE FOR REQUESTING FIRE CATEGORY ON DEMAND

Conditions for activation and provision of security level 6 or 7 on demand. León Airport provides category 5 SEI continuously and category 6 and 7 on demand. To operate with category 6 or 7 interested companies must request this via e-mail: operacioneslen@aena.es

The request must be made at least 7 days before the date planned and must contain the following data:

  • Flight number.

  • Flight class.

  • Aircraft type.

  • Required category.

  • Expected date and time.

Confirmation of category 6 or 7 will be made through the same means it was requested by.

MINIMUM RUNWAY OCCUPATION TIME

ARRIVALS

To reduce the incidence of "go-around", lower the runway occupancy time and therefore make maximum use of it, pilots must vacate the runway as soon as possible, without entailing any detriment to the safety and normal operation of the aircraft.

DEPARTURES

Aircraft arriving at the runway holding position should have carried out all the previous checks and should be fully prepared to line up and initiate the take-off run immediately after receiving the appropriate authorisation. Any aircraft that cannot comply with this requirement for whatever reason should notify ATC before reaching the holding position.

PROCEDURE FOR REQUESTING MILITARY RESCUE EQUIPMENT ON DEMAND

To ensure that the military-civil rescue equipment corresponds to the fire category published, interested units should request it at least 48 hours in advance by e-mail: aba@ea.mde.es

The request should be made at least 48 hours before the date envisaged for the flight, and must contain the following data:

  • Flight number.

  • Flight class.

  • Type of aircraft.

  • Category required.

  • Date and time expected.

Confirmation of availability shall be sent by the same means by which it was requested.

SAFETY REPORTING

The pilots/operator shall report to the airport manager as soon as possible of any accident, incident, occurrence or event which might affect operational safety, have a potential operational impact, whether as involved party or witness.

The aim of these notifications is the compilation of information for improvement of safety, independently of the mandatory notification of occurrences to the relevant air navigation authority. Data may be sent in any format, including at least the following information:

  • Place, date and time.

  • Parties involved (data identifying the vehicles, aircraft... involved).

  • Companies/public bodies involved.

  • Description of the facts.

  • Any other data considered relevant (such as lighting or atmospheric conditions, operation phase such as take-off/landing/stop-over, pavement condition, etc.).

The email address for the reception of safety reports is:

For action: aba@ea.mde.es

With copy to: Seguridad_Operacional_LEN@aena.es ; ecta_leln@mde.es

In addition to notifying the airport manager by means of the indicated system, it is necessary to send at least the basic data of the accident, incident, occurrence or event to the air traffic control services provider (ATC).
